So the Blocks plugin allows you to create a website in Rapidweaver from scratch? Essentially creating your own theme? Correct?

That is correct, when using Blocks in combination with a blank theme, such as the BlocksBox theme. In that case Blocks can be used to build the header, navigation menu, and all the other elements of a theme.
