He doesn't seem ridiculously intelligent to me. For example, at 1:57 he twice fails to pronounce the word 'part' correctly, and his speech is generally garbled and imprecise. His behaviour is also not that of a legitimate authority figure; he blinks continually, pulls foolish facial expressions and speaks lacking charisma as if a commoner.

I dont believe this was a 'gaffe' at all, he was just making the point that people are very retrospective when looking at politicians and saying "wasn't it better when". He didn't slate Gordon Brown and i think it's naive to think so.
