This was actually developed by ADK (or Alpha Denshi Kabushiki Kaisha). ADK started as an independent, minor electronics company, before jumping in the video game business. Their first two video arcade games were Shougi (a typical, but very good chess game) and Janputer (world's first arcade, Mahjong game). Later, Sega and Tecmo published their games, before ADK became a partner of SNK. merlin196, who commented on this video, is correct. Don't judge by the book's cover.
It's a 2nd rate clone of Street Fighter....so that's about it. But it's fun. When it got ported over to the Sega Genesis & Super Nintendo, both of those ports were oddly mediocre.
I really love this game. Playing this in the arcades made me want to buy an AES console. A lot of people dismiss it as an SF2 rip-off but the game does have originality and also really nice colourful graphics. The death match mode is a great idea.

A total fan of the enitire 'World Heroes' series, so I like this video of Part 1!
The best of the bunch was 'Perfect,' but that made sense, as it was the last in the series, which ADK actually improved over time.
