@ParisHiltonLoveer; If you're being sarcastic the water itself isn't going to neutralize much of the spice from the jalepeno, in fact the potato would probably offer more base than the water. Either way it's going to be absolutely disgusting -- and you're still ingesting a full blended jalepeno.

Milk is a much better neutralizer for spice than water.
