yes, it is an incredible event since the water that froze comes from the lake and this was found all over town.. the incredible event is not the fact that water turned into ice, the incredible event is the very strong wind that manage to blow the water from the lake so far inside the town... there is no waves in a lake like there is in the ocean or sea, so yes, this is very unusual, but for you to know this you would need to educate yourselfs about other countries than the USA.. give it a go :)

It's a very rare occurrence in Europe. We don't normally get such wild temperature fluctuations that causes ice drift like this. This is very rare because it relies on three things: high humidity in the air; significant winds; massive sudden drop in air temperature. The temperatures have to be supercool to literally freeze water into formation like in these images. Yes, you see icicles and ice normally - not like this though over here!
This can happen whenever you get a large expanse of open water, high winds, and very cold temperatures. The lake water has not yet frozen, and high winds stir up large swells which crash into piers and retaining walls, throwing up spray that freezes on contact with the much colder objects on land. If this keeps up long enough, objects near the water can become literally entombed in ice. The "angled" icicles hanging from tree branches and railings are proof of high winds as they were forming.

Nice ice storm... It warms above freezing while it rains, then temps. Drop below freezing.... Result a whole bunch f ice.
