Relatively speaking, yes. Basically what it means is that the jump height relative to the fleas size is way larger than the jump height of a leopard relative to the leopard's size. If a leopard can jump a height of 4 times it's own size, this flea can jump a height of 60 times it's own size. (Not accurate numbers, just setting an example)

the data in this video is amateur. you don't measure how high someone can jump by how many times their height they jump because the gravity doesn't scale for them. the height of your jump depens only on your acceleration towards the sky, and it's logical that in average a creature x times smaller than human can jump x times his size more than a human can because in average we all develop same acceleration.(offcourse speaking about average creatures, and assuming that humans are exactly average).
