I say they both go hand-in-hand. If you get a game with lighting so horrible that everything is bright enough to hurt your eyes, or dark enough that you have to strain even in a dark room to see it, then it'll kill all gameplay factors involved. There has to be some balance with graphics and gameplay to make a great game. The game can't be difficult on the eyes, but at the same time, the game can't have horrible gameplay.
