I think it's paying homage & respect to the average working class (wo)man. The fish in the tub, the beating strawberry, arm turning from muscle & flesh to a garden, carpet turning to growing grass & running sheep in the hallway represent finding the beauty in the seemingly mundane & especially in oneself.
The working class are saints hence the title of the song.

....as such, the video has drug/hallucination references (goldfish and heartbeat strawberry) and also religious references (the real Saint was claimed to be able to levitate, and also felt that sheep were holy).
Joan had a special on VH1, that focused a lot on this song, because it was all the rage when that episode was created; and it explained a lot of the meaning and symbolism.
I just happened to have caught it on tape, so helps with the explanation :)

This song, "Ladder" and even "One of Us" are fantastic songs that have aged well. I hope Joan makes another album as good as this one day beacause sadly the follow-up to "Relish" left a lot to be desired. But, her recent album "Pretty Little Stranger" on Vanguard had some of the best stuff she's recorded since these songs in 1996.

Because it cross-references religious symbolism concerning the REAL St.Theresa (e.g., levitation and lambs)....
....with drug symbolism references (e.g., heartbeat strawberry, goldfish, body turning into plants, etc) to Joan's drug addicted "friend" St.Theresa.
When you look at it from that perspective, it makes perfect sense. My favorite one is:
"Every STONE (i.e., crack rock) a story, like a Rosary"... perfect combo of symbolism. :)

Every single song off the Relish album, except perhaps "One of Us", which was just way too overplayed, is a masterpiece. She's truly wonderful artist, and never got the props she deserved.

One of my all-time fave songs! Do people get what this song is really about? Strangely, it seems all but IGNORED in the vid. It's there in the vid, but without listening to the words, nobody would know it had anything to do with addiction. Visual images can be deceiving, huh?

Had the honour of being in her presence in the States in 1995... she was on Stage 2/B (whatever) and layed down the sweetest, rocking-est [is that a word?] show I've ever seen. Before or since, no one has paralleled her passion. I remember that we were all standing in dirt. I remember that she wore a silk dress. She gave her ALL. Monumentous.

When this first came out, I remember seeing a black and white video. It's like a film clip was made up of the stuff that was filmed for clips playing in the "tv" in this clip. Make sense? Anyway else see it? Unfortunately, never did get it on tape - didn't chart very well in Australia, so didn't see it much.
