I'm not sure what you are referencing to, but from trying some of these experiments myself. I can conclude that this could be cheap heat, without the use of fossil fuels. That is where you are falling short, there is not interaction with any other type of fuel here otherthan WATER! That is purely the concept we desire. Water for fuel.

Have had this process as low as 50watts of power that maintained a 180-220F water-bath temperature. With starting amperage at 2Amps. Clearly that is cheap heat.

There is no other interaction with any other fuel other than water??? Carbon is interacting with the oxygen in water to form carbon monoxide an exothermic reaction. The carbon electrode is consumed and is a form of fuel in this reaction. Cheap maybe but overunity no way.

Mizuno is the most scientific guy among all these plasma electrolysis charlatans. In internet, together with Kanarev, he claims that plasma electrolysis is a "cold fusion", and all this mistery magic stuff! They even published on-line article together. Mizuno wants to show that he is a scientific guy, and his paper was even accepted by scientific jornal (reference above). And of cause he could not lie, it's not internet garbage, real data only.

Kanarev and all other "Plasma Electrolysis guys" are cheating us. Light and sparks look good, however plasma electrolysis needs high voltage, more than 100 V. It decreases efficiency of energy conversion from electrical power to chemical work greatly! Efficiency of plasma electrolysis is below 10%. Crap I do carbon plasma at as little as 20 v d.c at 16 amps. Plasma electrolysis can be very efficient if used to recover normally wasted heat to make it more efficient. It can be used to rapidly recover stored energy in scrap and waste products to make a hydrogen rich fuel. This doesnt make it overunity, but if you are recovering the energy from material that would normally go to landfill it is still economically free energy.

I use 24v d.c two 12 v bateries in series or 38v a.c. from a mig welder transformer. There is only tap water in the cell NO electrolyte.

If it was saturated with electrolyte it would draw over 30 amps.

Was just concluding that this is similar to a steam-generator. Could also be used for staging to excite the gases before sometype of water-fuel-injection. Possibly like the S-Meyer design.

This is from a Russian scientist, he must of been using European standard electrical currents which is 220V+. Unless he was boosting it with voltage intensifier circuits, doublers, or what have you. Not sure.
