There are Short Wave pirate stations. AM and SW has the advantage of more range especially during evening.
People who operate in the Ham or amateur radio bands with out license is another thing, where they listen and respond to other operators.

My wife and I listen to them all the time. It helps if you attach a long piece of wire to your shortwave radio's antenna jack. If you can string it outside (watch the power lines for safety), so much the better.

The FCC is only the "policeman of the airwaves" They are there NOT to tell you that you can't go on the air. All they want you to do is go through regulations (legally) and apply for a license. What you don't realize is that you might cause interference to adjacent stations or harmonics that your transmitter might emit without you knowing it. (It's too techical to say how here)
All you got to do is get a license from the FCC. Pirate radio, please remember the "air" belongs to the public NOT the station who is broadcasting on it.
