I don't think so. Germany allows the consumption of beer and wine at age 16 (liquor at 18), and you can pretty much say that Germany is a liberal culture when it comes to beer and allowing people even below that age a cola-beer or two, since "it won't hurt".
Drinking habits imho are a matter of parental influence, and strictly prohibiting alcohol is as wrong as encouraging its consumption.
When i was in my 6th form class in England, our business teacher came up town with us and had a few drinks and laughs, we were 18 at the time however it is still something people seem to gasp at, like "thats not right" however he was one of the best teachers i have ever had and i will be the first to admit some of that is due to the fact he was so down to earth and on the same level as us.
In my view, i wouldnt have deemed it so bad if it was outside and just a small drink. Depends i guess.

Only story i have is before i graduated my class and 3 of my teachers(i went to culinary school) We booked a 48hr boat trip dinner and drinks and all that good stuff,even even 2 of the teachers got drunk Hehe,but then again we where all 18 to 20 all legal to drink

Yes indeed i get your point in this case the childeren were 12 you said so it is indeed very strange, espcialy during clas hours. But the thing is where i live alcohol is allowed to be served to 16 year olds (only drinks below 15% alchol percentage). So for me it isnt that strange for "Childeren" to go to a bar. But unfortunately many Koreans, perhaps Japanese too, sometimes feel less empowered even in a situation like this because it is still the foreigner's language in which the locals (in their own state) need to communicate with him/her to prevent/fix the problem.
For instance, you often see situations like a foreigner making a mistake (not necessarily with a bad intention but because he/she is a foreigner unfamiliar with the local customs) and the Korean (the victim or the official who needs to address the problem) running away to look for another Korean who could speak English a little better than him/her.
