The Apache was originally designed as a result of cold war fears that large numbers of Soviet tanks could quickly overwhelm NATO ground forces in the European theater. Rather than modify the aging AH-1 Cobra airframe, the Apache was made to address this threat. Certainly it has air to air capabilities, but this was not it's intended role. It was made to be a tank killer.
