It is actually a fusion of the Burnout 2 theme and the theme from the "Ocean Sprint" race (called "Destroyer Mix" in Burnout Paradise) plus a few extra phrases to bridge them.

As far as I know, I'm the only person who's got this song. So I doubt anyone on LimeWire has it (and even if they did...I wouldn't be surprised if they got it from me).

Well, this is actually the theme its "derived" from (sort of; this theme is a remix of Burnout 2's theme, the originator of all of them).

This song's in Burnout Paradise too (its called "Burnout 2002 Reprise" on the soundtrack and its credited to Burnout 2 instead of Burnout Dominator but I think Criterion pretends like Dominator never existed).
