Lol... You'd be lucky to catch a fish in that river.. Period. The River dries up every year and there are no fish ladders located on the dam's that I am aware of. Assuming you even caught anything it would not be bigger than 12".
The further north you go the better chances you will have at catching fish. Sadly though even our lakes are now half the size of what they used to be. Fishing anywhere in South NM is just going to be difficult or boring half the time.
The Day Camping areas are on the lower part near the river and near the Dam.
The Long Term Camping is at Leasburg State park....they are about 1 mile apart.
It's a long walk from the Long Term Camping to the Dam.
The Long Term Camping sites are near where you get off the Interstate and the Day Camping areas are on the road next to the river ... I described that route earlier.

Go past the ruins of Ft Seldon, keep driving (about a mile) until you see the FIRST road (it turns RIGHT...before the bridge....you have to be looking for it).
Drive down that road for about 1/4 mile...you're there.
One of the campgrounds is about 1/4 mile from the Dam, next to the river...it's quiet....the other campground is right next to the Dam and noisy.

Nothing is free.
All of the National Parks and State Parks charge something but it's usually very cheap.
There is a fee for Camping in the Long Term area (about $8.00 a night, extra if you have a pet).
Day Camping and Picnicking on the river is free but you can't stay there overnight.

I saw a LOT of people fishing.
I was last there on a Saturday and dozens of people had lines in the water.
I didn't see anyone catch a fish.
Go during the week and not on a weekend.
And ALL NM State Parks are closed on Tuesdays.
