Imagine if you will a big mural that you painted in front of your house on your wall. Then someone comes along and paints over your mural on your wall with white paint?
That is the same as painting over someone else's cinder block wall with your art.

wow i think that a discoulered rectangle is much uglier that wat was on there in the first place .

That "discolored rectangle" you are seeing is called cider block. In fact, it is the only part of the wall that IS NOT discolored.
The wall had been vandalized so many times that we had to remove a dozen layers of cover-up.
