The positive shear stress is a shear stress that causes a reduction of the included angle in the element in the 1st and third quadrants, that is how the sign convention is for shear stresses.
So THAT's why the angle inside Mohr's circle is double what the angle really is.
Also, I've discovered the hard way that when you draw the graph for Mohr's circle, make sure your axes (tau and sigma for y and x respectively (or z and x respectively)) have the same scale. If you draw 20N/mm^2 per cm of your graph paper for sigma, don't then draw a different scale (i.e. 10N/mm^2 per centimetre) for your tau axis, or your circle won't be right.
