I think there should be designated bars or cafes that allow it and are licensed to distribute it, so that people have some place to smoke and socialize. Also, the smoking age should be 18 at the very most, and special licenses should only be for selling it. Buying it should only require a drivers' license or state ID, like alcohol.

Agreed. I heard marijuana is a start up drug for dealers. Getting it in the US, developing a customer base, handling the money, etc. Once they are used to it they move to cocaine and heroine. Lets get rid of it by making it legal. It would keep jails from filling up and free resources to go after true crimes.

That's the Catch 22. If we do legalize it, we run the risk of having a conglomerate that is just in it for the money. They will add chemicals that can speed up the vegetative cycle as well as the flowering cycle in favor of being able to harvest more frequently and in turn be able to make huge profits on non organic weed that may or may not be detrimental to our health. legalization would be better by far, but decriminalization will end many problems and if it has to be a stepping stone let it be just like medical marijuana. Don't refuse other options. I believe in my heart that marijuana will be 100% legal in our lifetimes, but 1st step would be to decriminalize possesion of small amounts of it and permit without intrusion legal medicinal marijuana. That's precisely why this legislation has a good chance of being passed. It doesn't necessarily legalize it everywhere but it will prevent federal busts of dispenseries in certain states and it will basicly make it legal in California along with all the other states that you can get a medical marijuana license in. It is illegal because the tabacco companies and alcohol campanies pay the politicians under the table so that they don't have to compete with weed sales. The problem this bill would present is legalizing the plant's use, while still criminalizing the sale and cultivation.
