You probably have Sony vegas 9 platinum, thatversion doesn't have masking. Only Sony vegas 9 PRO. :] I suggest downloading that version.

Two layers. Top layer should have masked clip..bottom layer should have same masked clip and have the glow effect..and your done wOK

well you could have done it with recording then put the recorded media to vegas and zoom in to the parts you are working at (thats what i do)
