hmm maybe at a guess he is making the head lighter whilst thus and therefore removing the aluminium material via a rotary cutting tool thus enabling lightness and such like?
I get in that position sometimes, where your putting in seats in all the "holes" and then decide to make it breath a little better by removing the shroud around the exhaust valve
Looks like a chamber sweep cut to the bore edge. Has a funnel affect on the exhaust, as the valve opens under pressure. Valve opens as piston is coming up, "funneling" gas threw the seat.

is this the first stage of fitting larger seats for new bigger valves or are you altering compression ratio??
