Its a shitty mod. It is only a skin for the normal cop car. Just listen - The engine sound is the actual same as on the cop car.

I uploaded this video at the time when it was just possible to put new car models to GTA 4. This was one of the first custom models. Nothing special today.

It's simple as hell to move one detail to the full car.. Will be better, if u will make 100% new car, that's will be pretty good :D
