@mojeda117 The red colored guards are the "Emperor's Guards", and the things they are holding are known as force pikes, which carry stunning to deadly amounts of electric bolts. The other people who comes with the emperor are just part of his mini-cabinet.

@mojeda117 Which people? The individuals in red armor with force pikes are elite Stormtroopers hand-picked by the Emperor to serve in the Imperial Royal Guard. There are also a subset to these individuals called Imperial Sovereign Protectors, which are typically Dark side adepts. The other individuals accompanying the Emperor are his advisers.

@mojeda117 Those are his advisers. They made up the Imperial Ruling Council, which essentially dictated policy to the Empire based on what the Emperor approved through their advice and counsel. A few of the men present in Return of the Jedi that you see are Sim Aloo, Kren Blista-Vanee, and Janus Greejatus.

@Sunburn2007 Adepts based on the creation of ROTJ really did not exist as an idea. In fact, staying true with Tarkin's quote back in "A New Hope", Tarkin quoted that Vader, was the "last of their religion" (Force practitioners). The Royal Guards were just an elite force of stormtroopers that guarded the Emperor. The term "force pikes" did not mean any connection with the "force", but was so called because of the shocking bits of electricity set out by the pikes when stunning someone.

Return of the Jedi could have been more exciting if Lucas had kept up the darkness of the movie instead of the kiddy approach; yes it's a fantasy entertainment, these segments though with emperor and Vader's appearance in the opening segments of the movie clearly show that most of the movie was filler for these scenes even George admitted that in the commentary of the movie. Maybe he'll do us all a favor and make a darker one for us fans of the saga.

They have a terrible memory, since there were hundreds of Jedi only 20 years before. They didn't exactly beat them, they sent a hundred clone troopers against each Jedi knight. Which is pretty impressive. I wouldn't sit in a board room sneering at the most powerful Sith Lord!... unless I completely forgot what happened 20 years before. The original films sound like the Jedi have been very rare.

It's like George didn't even bother to watch his own films before he wrote the prequels!

And I think they are sneering at Vader because, from what the Visual Dictionary says: 'Once regarded as mad human wreckage", I don't think many officers, who are most likely pompous jerks, would give him much respect would they?
