You can draw on MS Paint, with pencils and paper, or any number of free programs online. You have nor right or excuse to edit someone's artwork without their permission.

They should practice drawing or use a doll base or even a doll maker (or, hey, here's a weird concept, their WORDS can make their character too!), NOT steal someone else's artwork in order to edit it for their own wants. =F Unless they ask the artists before editing, it's ILLEGAL and wrong.
You obviously don't know anything about Copyright. Read up on it. Then you'll see I'm right and editing someone's artwork without their permission is wrong. =F
Doll base are just like editing. You trace the body. So if what you say is true then base are illegal too.
Some people just can't draw no matter how hard the work! A picture speaks louder then words! Words don't show characters well! If you read a book, almost no ones character is going too look alike. There is always going to be something different!

Real doll bases aren't traced from screenshots. There's many great bases out there that aren't traced from anything. Oh, and those bases you mentioned actually have to figure out where the body is, without clothes. It takes some know-how of anatomy. Some, not a lot. =F
Words work just as well as a pictures. Learn to wield them properly. If you don't want to learn to sharpen your words, then make dolls from dollmakers or ask someone to draw the RPC. Don't steal someone else's hard work.

The point of copyright is so the original artist has the SOLE right to say whether or not someone can or can't use their art. That's why editors should find the original creator of fanart or original art before editing it, because it's legal and respectful.

-_- I'm not too lazy! These where my first edites. I couldn't draw that well then. Scense I traced-overed the pic I can draw better.
Do not critize someone for their own work!
And DO NOT talk to me about something you know nothing about!
Just because people can't draw that good or don't like there drawings doesn't mean they shouldn't be able to make their own character.
