I am sure in the 2 months since you posted your comment someone has answered you, but Vulcans have a mating drive that forces them to mate every 7 years, or they die. They can have sex whenever they want, but the drive to mate NOW only hits them every 7 years. When Trip and T'Pol were in a relationship, it wasn't explained they waited 7 years.
