Thats an old hang glider, not one you would normally see someone fly in 2009 in a place where flying that glider would be questionable at best. My guess is the pilot does not have an ushga rating?

Is that supposed to be a play on words or a serious question? He was able to stay up for about a minute doing what you see here. He didn't cover much ground, but he would climb and descend like this for another minute after the film stopped. It looked like fun!
