Or after you cut it you tie the tube together with a simple square knot. Then pull it tight trying to have as little of the cut end of the tube sticking out of the knot as possible. Takes a bit of wrestling to get the now too small tube back on the rim and close the tire back up without pinching the tube between the tire and rim, but it rides remarkably smooth. Have done this with a road bike tire in a pinch. I think the higher pressure actually pulls the know tighter.
