He's trying to fake actually caring about other people. He's completely egotistical and doesn't really care about them, but hey if he fakes it, he gets worshippers, and a girlfriend. He actually despises most of the things Penny cares about.

Whereas Dr. Horrible does care about those things, but goes about fixing them in a way Penny either disapproves of, or never gets a chance to know about.

You know, I've liked Neil Patrick since his Doogie-days, and I adore him in How I Met Your Mother, but OH MY WORD!! Who knew he had such a fantastic voice? And I simply love his face, he has a unique way of expressing emotions without actually saying anything.... Now, if only he were straigh and I wasn't married ;oD

This is amazing, however some of the lyrics are wrong

and in the harmony on the chorus, Penny's line changes to "How the world is finally growing wise"

And the song is called My Eyes while I like On The Rise better
