This is actually very plausible. :) Aquarium faucets. Though you're gonna want to put a filter in between the water and the faucet system. :) You wouldn't wanna wash your hands with fish gunk.

Knowing myself, I know I would keep the water running until Mr. Goldfish is out of water. Why? Because I'm curious. I've already seen him happy inside his water, now I wanna see how he will react when I will fully drain his water!
That's how I would act and I guess many people would do the same thing.

But i am one of the let the goldfish die faction ... a better idea would be a landscape that turns from bright green to a total draught with colors getting more and more ugly ... something you can imagine in its end and you dont need to see. Or some people in a less developed country getting water out of well that gets dry or something like that
Better is it to connect the fosset to a radio or televion that shuts off when you turn on the water. As people would want to hear music, see a funny clip, they have to turn the water off. Thus consuming less.
This uses electricity, so it isn't perfect, but the basic idea is there.
You took this from a bit on Sesame Street or something like that from the 80s. There was some cartoon goldfish who called a kid on the phone who was using too much water and draining a lake the fish was in.
