What your seeing is the result of the monsoon hitting the streets of hcmc, srteets which are plagued with improper drainage and sewage capabilities. This happens at lest once a week where i used to live on the outskirts of district one. Its absolutely crazy because afterward, when the sun comes back out, it gets completely dry again within a matter of a few hours. Love Vietnam
