It's an imitation of the Falcon Punch Combo that works on Fox/Falco in Melee (And also other characters like Marth if you stomp them through a platform). Anyways, since Brawl has basically no hitstun, a combo that uses a slow executing move such as the Falcon Punch would never work.

It's just kinda funny. :P
