Ions is any atom where the total number of electrons is different than the total number of protons. When the number of protons and electrons are equal, than the atom can be thought of as neutral (since the charges cancel).
But in an ion, there will either be more or less electrons
If there are more electrons, the atom will be negative and is called an anion
If there are less electrons, the atom will be positive and is called a cations
The cation formed by the heterolytic fission of a single bonded atom will be 2 electron deficient. This is because it was probably neutral when bonded, and when the bond breaks, it loses 2 electrons
