Any fire above the 7th floor you should use elevator to go up. If the elevator doesn't work it is usually because it's a shit Hole building full of shines that don't give a damn, not the fire.
Alright, what happens when the FD gets there and they cant get up because people are evacuating down the rails??? Same issue with the interior stairs, just outside. And what gonna keep the rails "clean" from obstructions??

right but that hole wasnt on all 4 sides of the building, if they had rails on all 4 sides then some of them would have to be free to use.
