I personally see her as rather intelligent, but stricken with chronic aphasia, so all her sentences come out sounding like "Pumpkin twenty-seven soup manilla paint". She says words she doesn't mean, and that, coupled with her eyes, makes everypony except those who know her and can decipher her THINK that she's several hay fries short of a Pony Meal.

@ALXXMaXX To be honet i view her to be rather intelligent as well, but with some coordination issues, being able to articulate a full sentence, but not step down the stairs without injuring herself which at least makes sense given the eyes, because derpy is a fancharacter her characteristics could be define by anypony.

@sulfuricSHAME I actually came up with this interpretation some time ago. I was in a car with my brother, his girlfriend and the two kids she had from a previous marriage. My brother's girlfriend is allergic to MSG, which gives her a very strange reaction--she acquires aphasia for about an hour. She can write and sing fine, but everything she says is transformed into a strange code. Like "egg" means yes and "naked" means no. Well, she had some Subway chicken that had MSG snuck into it...

After this whole episode, we went to a gas station to get some snacks and she bought a muffin. I KID YOU NOT. She also has a sort of lazy eye-ish thing as well. It's just bizarre.

She was a filler pony someone spotted, and she's made several random appearances due to the rise in her popularity. She made one in the most recent episode at the fashion show.

@KoronofHearts She's a background pony. She's named Derpy due to her first appearance showing her cross-eyed, either due to an error in animation or because one of the animators wanted to mess about.

Later on she was made a regular background pony(with the crossed eyes), so sometimes you can see her in the background just moving about. I think in Applebuck Season you can see her saying "Muffins..." when Pinkie gives out free samples.
