The reason why the rap theme wasn't used internationally is because apparently, the producers wanted to keep using the "we're ready to party theme", but CBS didn't want the new episodes to use the same theme as the syndicated reruns, so they were forced to change it.

I can also tell you that the season 7 (1994-95) ending and closing themes are also different from the 1990-94 episodes.

If you mean the "rap" theme, yeah.. and that one isn't on the DVD release, since the international prints were used instead.
