They appraised with superlatives as well the cap and tax program before passage in Spain. If you call destroying two jobs for every job created protection against future recession, then I guess it was a resounding success. On the global warming front, it had no effect whatsoever. Sounds perfect for California.
I agree that the public deserves better than what they've been getting also. This is just another bureaucratic waste of money by the state, Is there ever one government program that is canceled? It's no wonder we are broke.
