Half of Europe claps on opera, ballet, jazz ... maybe in same cases if the audience is asked not to if it's beeing recorded, but I've watched Italians and they say it has always been normal and cultural to clap or boo if not good. I think it's mediocre not to clap or pretend you are not delighted for some reason. Don't know where the non clappers came from but they sure weren't there when the art was made. This video is delightful.
