However, Mullah Omar and the Taliban were instrumental in keeping Al Qaeda safe before 2001. It's similar to blaming a killer-for-hire for murder but not the guy who paid him to do it. The Taliban were in the background but they were still important in 9/11 even though Bin Laden and the attackers were Saudis.
