later in the story, once you get the ocorina of wind, go to the lake hylia point, go into the hut and talk to the minish, then go to hyrule libary, talk to the check in desk girl, then go get the books, after that, go up the bookcase upstairs (with the marks) find the door in minish form, then talk to the elder inside, after that, do his test (as i call it) the flippers are there
