@shortwavesam this broadcast format is not even close to the buzzer's voice format. this is just groups of 5 letters read phonetically, the buzzer gives specific formats of 5 numbers, then a word, then 8 numbers. this is actually russian navy session
The morse code at the end is a time code. The time was 1530. It is normally heard on Russian military air defence morse broadcasts. The keep the frequency open with the automatic time broadcasts every minute.
this broadcast sound pretty much identical as the most recent russian buzzer voice broadcast!

Definately Russian phonetic alphabet, sending groups of 5 characters (not a CQ message).
At the end, says in plain Russian: "(???) I hear you badly, with fadings..."
