Well I am not positive but when the camera switched to the accident the light for the Silverado and traffic in the opposite direction was green meaning the dump truck ran the light as his would be red.

For the truck to run a red light like that, he'd have to have been well aware that the light was red and had blatantly ignored it; had the light just changed, he'd have entered the intersection during the few seconds delay where all lights are red, and the pickup would have had plenty of time to react.

if the silverado was at fault, he would have had LESS damage, cuz he would just been tapped by the truck even tho he was going fast. The truck was going fast and the silverado had just entered the intersection going relatively slow cuz he didn't roll or go far away.
