Of course a modded car can be faster than others, performance is nothing if you don't know how to drive it. I have seen a stock Miata get a lap time 2 seconds slower than a Porsche prototype from SPEED world Challenge at Road America. Its not about going fast on the track its about going around the track the quickest. Its called an APEX look it up.
