just a tip: to get your speech to 25 train with the bard in markarth or the head of the bards collage, also if he is not here, chances are he's in the bee and barb in.

Yup, this works. I finally jumped to lvl 25 speech by selling a bunch of petty soul gems I had. I lvled up too thru this speech find. Currently at character lvl 17. I posted this on 11-30-11.

@philie06 You probably don't have enough speech skill to use the persuasion on him. You might need to raise you skill a bit before this will work.
