It is Kisses Sweeter Than Wine, but it's probably The Weaver's, rather than Jimmy Rodgers. There are several different renditions of the song by the them. I think I found the actual version that Dilla sampled from, on Youtube, but it got taken down since then :(

Personally, my favorite use of this beat is in Flying Lotus' remix of Aphex Twin's Windowlicker in his Blackfist mix at about 19 mins though
