this is probably a stupid question but id really like to know. how does it do that?

Supras have a tendency to run a bit rich (fuel system puts more fuel through the engine than needed)... car goes into boost, lets off, excess gasses build up in the exhaust, and end up igniting from the heat at the first open place (exhaust tip).
My 89 Turbo used to be notorious for it haha...

yea but this guy has a flamethrower kit on, or runnin REALLY REALLY rich for that to happen

I'm thinking you may be onto something there actually... I mean, a flash is nothing special for a Supra, but to actually burn like that...
