In Afghanistan case, that country has seen it's infrastructure destroyed long before we invaded it in 2001. Nonetheless, my general point was not to attack back with or without precision if attacked by an enemy force or nation, butto just attack if you are attacked. In the viewpoint of Patriotic virtue, when then President Bush introduced his Resolution for the Authorization of Force in Afghanistan to be passed or not at the discretion of Congress, it was meant to be a political formality a sort of legistlative roll call of the troops before the impending struggle. Because it was taken for granted that any real American in Congress would stand by the Commander-in-Chief to launch war against the enemy aggressors that attacked our Homeland. (to be continnued)

When it comes to the technicalities of prosecuting war, troops and units are needed for the struggle, there is plenty room for responsible debate, but on the sungular issue of an enemy attack on the Homeland, there SHOULD BE A UNANIMOUS voice of noble Patriotic anger at the enemy and the desire to bring about his capitulation by force of arms! On the issue of justice for the Afghan collateral damage victims of our drone attacks (which I believe you are reffering to but did not explicitly state) there exists a policy drafted by U.S. military forces in Afghanistan for the compensation of Afghan civilians who throught the indiscriminate accidents of war have suffered injuries, fatalities to family members and property damage during operations against Queda/Taliban forces.
