The person on the bike is quite clearly wearing a blue shirt and white pants. Hammond is quite clearly wearing brown shirt and jacket and jeans. Even if the colours were right, it's impossible for anyone to get off a bike, take off their helmet and get into a jacket that quickly. It's just a joke for the fans.

it wasnt richard hammond who did the jump because after then jeremy is being sarcastic, "you did that and you havent even ruffled your hair", if that was him who jumped on the bike , then he very quickly got off the bike and not sweating and got papers in his hand
