Well after listening alot of Control Denied I realized this is Tim Aymar indeed.
It sucks the new album isnt there yet, I heard someone broke into their studio earlier this year and messed up the recordings. Prolly coming out early 2012 now.

Im happy i got the three disc editon the album chuck made is amazeing and this track is way better with harsh growls over the clean whitch i think is understandable why its on TSOP rather than TFAOE album
No, it's definitely Chuck... Notice his signature scream at 1:12. Plus it sounds like his voice anyway... he sang a little bit on Painkiller and it sounded kind of like this.
According to Paul Payne's myspace, he said The Sound of Perseverance was supposed to be an album with clean vocals but the label wanted harsh vocals..which is kinda strange :S

It is not Tim Aymar on this track, this is Chuck. Tim sounds completely different.
