Has to do with how the computer "spawns" survivors. It has to make sure the characters spawn in a "legitimate" spot on the map so they don't end up stuck inside something or outside the map. So since their were no other survivors anywhere on the map, and Zoey the bot couldn't figure out how to get down, the computer respawned her the only safe place it knew - the safe room. Why do you think in versus it always spwans you in ghost mode right by the survivors? Same idea.
