So you have the Chandlers, Feldman and the state stating Jackson did no wrongdoing.

The judge denied it. He then filed a motion to disallow the DAs from using his civil depositions against him in the criminal case. The judge denied it. The settlement was made soon after that.
Making depositions that can be used in a separate case before being arraigned is equivalent to waiving Counsel.

The DAs never even tried to file bribery charges against Jackson or EC (accepting a bribe is a crime too, see California Penal Code 138).
