Their military is not bigger. The US Navy is the biggest in the world, bigger than the next 13 Navies combined(which includes china). The shot down was mainly the commanders fault not the planes. The plane was made to fly the same path every day. So they were ready and the plane popped on the radar for a brief second when the bomb doors opened, which wouldn't happen with the Spirit or F-35.
