Why does he throw liberty and peace into the equation? This sounds like the opposite of liberty to me... why should we take their weapons away? Just mentioning disarming someone is in fact a threat. There is the argument that Iran could not attack Israel with a nuclear weapon without harming Muslims, but Iran will willingly murder tens-of-thousands of Muslims, and call them martyrs. North Korea has no energy sector, yet can afford a nuclear weapons and proliferation programme.

It's called diplomacy. In the globalized modern world trying to stay completely neutral or having no presence outside the U.S. is near impossible and outright stupid. The great wars of the world have shown us the impossibility of total neutrality. Good people cannot sit idly by when their help is greatly needed, that responsibility exists whether you like it or not. I think it safe to assume that Jefferson meant for neutrality in a peaceful world... but we have yet to get there!
